Environmental heritage and cultural diversity: : Milestones in the struggle for indigenous peoples' rights in Brazil (2011-2014)

Resumo: Examination of intertwining environmental heritage and cultural diversity in the mobilization and political organization of indigenous populations for constitutional rights and specific public policies for Indigenous Lands in Brazil, between 2011 and 2014. The sources are daily press news and institutional, public and private documents. The data and information gathered here have allowed the identification of new impulses in the struggles for indigenous peoples' rights both in Brazil and in South American countries. The proposal for Constitutional Amendment No. 215, the National Policy for Environmental and Territorial Management of Indigenous Lands, and the debates for reforming the Forest Code catalyzed national and regional attention and disputes in Brazil during the first government of President Dilma Rousseff. The historical situation of the daily life and rights of indigenous peoples underwent few substantive changes in the period studied, but it fed political and social expectations involving the management of Indigenous Lands, demarcated and yet to be demarcated, in which the environmental and cultural heritage emerged as strategic in the orientation of government action, contained in the PNGATI, and in indigenous resistance for the affirmation of rights and ethnic and cultural identities.

Las fuentes son las noticias de la prensa diaria y documentos institucionales, públicos y privados. Los datos e informaciones aquí recogidos han permitido identificar nuevos impulsos en las luchas por los derechos de los pueblos indígenas en Brasil y en los países de América del Sur. La propuesta de Enmienda Constitucional nº 215, la Política Nacional de Gestión Ambiental y Territorial de las Tierras Indígenas y los debates para la reforma del Código Forestal catalizaron la atención y las disputas nacionales y regionales en Brasil durante el primer gobierno de la presidenta Dilma Rousseff. La situación histórica de la vida cotidiana y de los derechos de los pueblos indígenas experimentó pocos cambios sustantivos en el período, pero alimentó expectativas políticas y sociales en torno a la gestión de las Tierras Indígenas, demarcadas y por demarcar, en las que el patrimonio ambiental y cultural surgió como estratégico en la orientación de la acción gubernamental, contenida en la PNGATI, y en la resistencia indígena por la afirmación de derechos e identidades étnicas y culturales.Exame de entrelaçamentos entre o patrimônio ambiental e a diversidade cultural na mobilização e organização política de populações indígenas pelos direitos constitucionais e políticas públicas para as Terras Indígenas no Brasil, entre 2011 e 2014. As fontes são o noticiário da imprensa diária e documentos institucionais, públicos e privados. Os dados e as informações aqui reunidos permitiram a identificação de novos impulsos nas lutas pelo direitos dos povos indígenas no Brasil e países da América do Sul. A proposta de Emenda Constitucional Nº 215, a Política Nacional de Gestão Ambiental e Territorial das Terras Indígenas e os debates para a reforma do Código Florestal catalisaram atenções e disputas nacionais e regionais no Brasil durante o primeiro governo da presidenta Dilma Rousseff.
