Resumo: We deal with the first 15 years of the Vargas government, its labour legislation and attitude towards the valorisation of work and workers. From the analysis of the struggles of the workers' movement, from the research in their newspapers and programs and from Vargas documents, its objectives are verified: that of drafting labour legislation, which contemplates and submits workers; to force businessmen to respect such legislation, aims to achieve social peace, true democracy, which could only be maintained by ending liberalism and governing through authoritarian centralism, which he called authoritarian democracy.

A partir del análise de las luchas del movimiento obrero, del examen de su prensa, de sus documentos programáticos y de documentos de Vargas, vemos que sus objetivos consisten em elaborar una legislacion laboral que contemple y submeta a los trabajadores; el de forzar a los empresários a respetar esa legislação, com la finalidad de imponer la paz social, “la verdadera democracia”, que solo podria ser mantenida suprimiendo el liberalismo y gobernando através del  centralismo autoritário, a lo que denominava lamava democracia autoritária.Tratamos dos primeiros 15 anos do governo Vargas, de sua legislação trabalhista e atitude diante da valorização do trabalho e do trabalhador.
