Bureaucratic Oppression: The Citizen's View

Resumo: The article discousses the popular values and beliefs concerning public bureaucracy that have emerged from the dialogue between Brazilian citizens and the National De-Bureaucratization Program. In a sample of letters addressed by individuals to that program between 1980 and 1982, the author identifies a negative perception of public bureaucracy, which is even portrayed as an 'absolute evil'. This stands in sharp contrast to the perception of political authority ( wich the letter-writers equate with the uppermost echelons of the Executive branch) as 'good and benevolent' and responsible for distributing favors to citizens. The other side of the dialogue is explored through public speeches and statements made by the program's top authority. The analysis suggests that these public declarations tend to reinforce popular values perceptions concerning bureaucracy and politics. In concluding, the author briefly discusses the conservative implications of this dialogue as well as its emancipatory potential.

O interlocutor do artigo é a principal autoridade do Programa Nacional de Desburocratização, cujos discursos e declarações são analisados.
