Resumo: | This paper recaps the United States¿ strategy towards european economic reconstruction after World War I. The first part reviews the american fiscal and monetary policies followed in the early twenties and their relations to the international slump broken out in 1920. The second part evaluates the effects of the worldwide deflationary crisis upon both industrialized and peripheral countries. In the third and final part american private capital flows are surveyed in order to identify the hindrances in the way of a sucessfull international economic recovery. The major conclusion is that the impediments to an official american plan for the world economy in the same lines implemented after Bretton Woods were: (a) the fierce domestic political opposition to governmental financial support to european countries and (b) the absence of any foreign menace to the United States¿ national security during the period. |

Inicialmente, examinam-se as políticas fiscal e monetária dos Estados Unidos e suas relações com a recessão econômica internacional iniciada em 1920. A seguir, avaliam-se os efeitos da crise deflacionária mundial sobre os países industrializados, assim como seus desdobramentos sobre os países periféricos. Na terceira parte são analisados os fluxos de capitais privados norte-americanos a fim de identificar os obstáculos existentes à plena reconstrução econômica internacional.
