Resumo: The article examines the foreign policy decisions of each of the Brazilian military administrations from 1964 to 1984, relating them to the international scene and focusing on those which the authors consider essential for a better understanding of the policy-makers' strategic aims. The main project of the military was to combine development and security. Stressing alternately one or the other, they tried to settle a solid and independent industrial basis, in order to launch Brazil as a leading actor in the international power system. The most significant moment of the military administrations'foreign policy occurred during the Geisel period, when the strategy of 'ideological frontiers' was abandoned for the benefit of a 'third-wordly' one. The Western alignment was then replaced by a new set of policies, which requested a new international economic order and in which Latin America integration, as well as the relationship with Africa, became two main issues.

O artigo sugere que, complementando os fatores "domésticos" e "externos", deve-se examinar o processo de tomada de decisões em si mesmo, na medida em que ele pode influenciar mudanças em política externa.
