Resumo: In this article some elements of the relationship between the broadcasting system and the State (from 1923 to 1945) are examined. The first part deals with the regulating legislation of radio-diffusion, especially Decrees no 16.657, 20.047 and 21.111. During the Vargas era, several governmental areas devoted attention to the radio broadcasting system. In the second part of this article, the measures taken by the Ministries of Education, Labour and Justice, as well as by the Department of Press and Propaganda - DIP, are discussed, and the struggles among them enable us to reconstitute the effective action of the State over the radio-diffusion sector.

Na primeira parte encontram-se analisados alguns elementos da legislação regulamentadora do sistema radiofônico aprovada durante o período, como um todo, com uma atenção especial para os Decretos nº 16.657, 20.047 e 21.111.
