Resumo: This paper intends to identify the most important challenges to the implementation of the water resources management system established by Law n¡ 9,433/97. The study comprehended research on the literature on water management, regulation analysis, and interviews with consultants, researchers and other professionals involved. Analysis of the collected data revealed that the main challenges to the enforcement of that federal law are: the expansion and change of the decision making institutional framework; the integration of the water resources organizations; institutional and technical capacitation; social mobilization; decentralization of financial resources, and the integration of cross border basin management.

O estudo abrangeu pesquisa na literatura sobre gestão hídrica, análise de dis-positivos legais e entrevistas aplicadas a consultores, pesquisadores e outros profissionais interessados no tema.
