Resumo: The article analyzes the state financial system after the Collor Plan, namely, the importance of state-owned development, commercial and multiple banks for the economy, the underlying causes of the liquidity crisis, and the improvement of the financial position of these banks, including financing alternatives for the payment of state and municipal debts. The article concludes that the solutions to the problems faced by state-owned banks include structural changes such as re-examining the number of employees and branch-offices; an adequate renegotiation of municipal and state debts; and privatization of the state charging for the services it renders to the population.
