When "other" new characters come into play: the model of gestion in the social democracy in Ceará

Resumo: This study particularizes the new model of gestion brought about in the political scenario of Ceará by the group that came into power in 1986, with governor-elected Tasso Jereissat and that continued with his successor Ciro Gomes, elected in 1990. Two outstanding aspects of this group's political and administrative project - strongly supported by "young businessmen" - are here stressed: the pattern of relationship established with the civil society and the governmental action in administrative and social areas, the latter configured in educational and health policies. We will find out that the patrimonial pattern has effectively been outmatched and that a modernization of the managerial machinay was indeed attained. However, relations between the State and civil society have also been marked by authoritarianism, as a result of the strategy presenting the "project of change" as an expression of "universal" interests - the fight against clientelism and poverty.
