Public administration at a historical crossroad takes into consideration three different perspectives for comprehensively approaching our reality in this field. With this in view, the author starts by describing the problem-ridden conditions prevailing in public administration as it now exists, then goes on to examine the relationships between Brazilian public administration and the society. Finally, at a third stage, he analyses the way in which our public administration has been conducted, to face the present economic, social and political crisis. The writer's conclusion is that, no matter which may be the suggested solution, it is necessary to promote a redefinition of the relationships between State and civil society, a measure bound to influence new designs concerning both the structure and the functions of public administration.
