The planning of information technology in business

Resumo: The present work, based upon a survey of published material, emphasizes two basic questions: 1st: are there, in general terms, indications of a growing managerial discontent as concerns computer utilization in the enterprises, due to an effective absence of impact of the systems implanted over the management process and, consequent1y, to a poor return of the investment made; 2nd: are there signals of a generalized trend towards an overincreasing detachrnent between the area responsible for production of information systems, generally entailed to the function of electronic data processing, and the general management of the enterprises. The author contends that such problems would primarily derive from the improper form according to which the process of computer planning and utilization has been conducted in the organizations, essentially emphasizing the formal and technical aspects. Departing from a premise that the introduction of data processing in the enterprise is more than merely a technical activity, he suggests that two additional aspects should be considered: - first, the technology is to be inserted in a "culture" already established, this term being understood  as an ensemble of behavioral expectations, usually unwritten rules, that exist to support a permanent group work of a certain number of persons"; - second, the data processing technology will be implanted in a peculiar enterprise environment, the entity oriented by specific operational objectives, going through a certain envolutionary stage and, eventually, havind a previous good or bad experience in the field of computer utilization. Based on such statements, the author develops a theoretical line of thought turned to a more comprehensive understanding of the elements related to the culture of the organization, and also to its specific operational characteristics, from this standpoint departing to the formulation of a methodology for planning the information system within the enterprise.

Em consequência da acentuada evolução dos recursos da computação eletrônica, bem como em função do desenvolvimento correlato de outros campos do conhecimento, tais como a teoria geral de sistemas e a pesquisa operacional, principalmente, o potencial dos sistemas de informações gerenciais baseados em computador, comumente tratados sob o nome de Management Information System, foi enaltecido nas últimas décadas. Assim, em artigo publicado em 1958, Leavitt & Whisler previam que a nova tecnologia da informação provocaria uma mudança substancial nas estruturas organizacionais existentes, através de um retorno à administração centralizada, em oposição à tendência então vigente de descentralização, devido às economias possíveis de obter com o controle centralizado, o que seria encorajado pela utilização de sistemas centralizados de informações, por meio de computador. Esta tendência seria ainda estimulada pela maior aproximação entre as áreas de planejamento, geralmente vinculadas aos níveis hierárquicos superiores da organização, e os setores operacionais, pela possibilidade que se abria de maior disponibilidade de informação em um limite de tempo cada vez mais reduzido.
