Resumo: The current financial crisis faced by the government requires that available economic resources be used properly. The reasons most commonly given to explain the increasing health costs are the aging of the population, the greater availability of physicians and health services, and the advancement of technology.Family expenditure with health includes the expenses that are deducted from the family income and used for the purchase of health items. Another issue that should be analyzed is the structure of this consumption of health items. The sub-item medical assistance, including supplementary medical assistance,has shown a tendency to increase its participation in the family budget (POF), growing from 2.17% in 1969/70 to 5.91% in 1994/95. The majority of the developing countries showed a considerable increase in health expenses up to the early 70s. This evolution corresponded to a period of strong economicexpansion and social development, in a political scenario where social reforms went hand-in-hand with increased benefits for the working class.

As razões comumente evocadas para explicar o aumento dos gastos em saúde são o envelhecimento das populações, a maior oferta de médicos e serviços de saúde e o progresso tecnológico. O gasto das famílias com saúde é aquele que é retirado da sua renda, que é por elas desembolsado para a compra de itens de saúde. Outro ponto a ser analisado é a estrutura desse consumo com saúde. Nota-se que a participação do subitem assistência médica, que inclui assistência supletiva à saúde, apresenta uma tendência de crescimento na participação dos gastos dessas famílias, passando de 2,17% na POF de 1969/70 para 5,91% na de 1994/95. A maioria dos países desenvolvidos apresentou até o começo dos anos 1970 uma expansão considerável dos gastos em saúde.
