Brief notes on the modus operandi of the model of interaction between government levels institutionalized by Act no. 200/67 taking into account the new challenges of the 1988 Constitution

The text presents reflections which arose during the elaboration of a doctoral dissertation which sought, by means of a case study, to identify the institutional conditioning factors present in the process of constructing the relationship between government levels in the Brazilian federal system. The study analyzed the concrete possibilities of intergovernmental cooperation present in the National Environmental System (Sisnama). Rather than merely recording this experience, the case study was an attempt to understand the process of interaction between government levels in this relationship. To this end, it was possible to identify elements that might serve to initiate a discussion on how to go beyond the historically established parameters for intergovernmental interaction, represented by the modus operandi contained in Act no. 200/67, taking into account the new challenge of cooperative federalism. The issue¿s relevance is underlined by the fact that the practices of intergovernmental interaction still have a hierarchical and normative perspective of action.
