Factors related to the efficiency in the public resource allocation in the light of quantile regression model

Resumo: The study aimed to answer the question: which factors are associated with levels of efficiency in the allocation of public resources? Taking as a guide the theoretical reference than the topics related to the efficient allocation of public resource and decisive factors of this efficiency, this study is based in statistical analysis having the universe of 853 municipalities in the state of Minas Gerais, but only 831 municipalities were analyzed and they contained all the necessary data. As one of the main results, there is the creation of municipal efficiency index. Moreover, it was found that municipalities that have low socioeconomic status have influenced their public management by a wider range of exogenous variables. Therefore, it is clear the urgent creation of mechanisms that would minimize the effects of those variables whose influence on public administration and its efficiency took place in a negative way. On the other hand, it is important to seek to maximize the influence of those variables whose association with municipal efficiency index was given in a positive way.

Tomando como guía la referencia teórica de los temas relacionados con la asignación eficiente de los recursos públicos y los determinantes de la eficiencia en la asignación de los recursos públicos, este estudio se basa en el análisis estadístico que tiene el universo de 853 municipios en el estado de Minas Gerais, pero sólo se analizaron 831, que contenían todos los datos necesarios. Como uno de los principales resultados, se encuentra la creación del índice de eficiencia municipal. Por otra parte, se encontró que los municipios que cuentan con un nivel socioeconómico bajo han influido en su gestión pública por un mayor número de variables exógenas. Así que tenga en cuenta que es urgente la creación de mecanismos que reduzcan al mínimo los efectos de aquellas variables cuya influencia en la administración pública y su eficiencia tomaron de manera negativa. Por otra parte, debe tratar de maximizar la influencia de aquellos cuya asociación con el índice de eficiencia municipal se dio de una manera positiva.Este estudo visou responder à questão: quais são os fatores associados aos níveis de eficiência na alocação de recursos públicos? Tendo como norteador o referencial teórico dos tópicos relativos à eficiência na alocação do recurso público e fatores determinantes da eficiência na alocação do recurso público, este estudo se baseou em análises estatísticas tendo como universo os 853 municípios do estado de Minas Gerais, porém só foram analisados 831, os quais continham a totalidade dos dados necessários. Como um dos principais resultados, destaca-se a criação do índice de eficiência municipal. Além disso, verificou-se que municípios que possuem piores condições socioeconômicas têm sua gestão pública influenciada por uma gama maior de variáveis exógenas. Assim, nota-se ser premente a criação de mecanismos que minimizem os efeitos daquelas variáveis cuja influência sobre a gestão pública e sua eficiência se deu de forma negativa.
