Resumo: This paper discusses different forms of public service management, showing that public ownership can be an alternative to privatization. It analyzes the case of Sisar - Integrated Rural Sanitation System -, a federation of community associations in the state of Ceará, Brazil. Based on the principles of self-management and self-sustainability, this organization has the purpose of guaranteeing the waterworks and sanitation systems of its members.
