Resumo: In sum, this paper has intended to show the widening of economic disparities between the Northeast and the country's more developed regions, emphasizing its main causes, as well as some structural prevailing impasses, and indicating also some measures to overcome them. It is to be taken finally into account the fact that the implementation of a new policy aiming at the development of the Northeast and conducive to a shortening of the interregional economic distance must necessari1y be based upon political and institutional decentralization. That means that a provision of political power to the Sudene is needed for the coordination of federal investment in the region, starting from an autonomous administrative and financial conception. On the other hand, it is fundamentally important to begin anew the elaboration of Directive Plans (Planos Diretores) and that such plans be approved by the National Congress.

Uma avaliação objetiva do desenvolvimento econômico e social do Nordeste, nos últimos 20 anos, mostra que as políticas implementadas pelo Governo federal na Região não foram suficientemente eficazes ao tentar reduzir a distância, em termos econômicos, que separa o Nordeste do resto do país. Ao contrário, a disparidade se elasteceu. Segundo informações da insuspeita Sudene, o produto bruto regional cresceu a uma taxa geométrica média anual de 6,3% ao ano no período 1960-81, ao passo que, neste mesmo período, o Brasil como um todo se expandiu anualmente em 6,9%. Por conseguinte, a participação do produto interno nordestino, que representava 13,8% do PIB nacional em 1960, decresceu para 12% em 1980. Por sua vez, neste mesmo espaço de tempo, a renda por habitante do Nordeste, que atingia 43,5% em relação à média brasileira em 1960, involuiu para 41,3% em 1980.
