Social Capital and Public Policy: A Comparative study in the Vale do Rio dos Sinos

Resumo: The purpose of this article is to show the association between the social capital and the local public policies through a comparative study between the amount of social capital in Vale do Rio dos Sinos Council of Development (Corede) and Novo Hamburgo city, that belongs to Corede. Our working hypothesis suggests that the social capital, proper from the local political culture in this region and city, constitutes itself into an ally to political institutions, because it is associated to a positive evaluation of municipal public policies. The methodology uses the results of two quantitative surveys, a kind of home survey applied in Corede, in 2007, and in Novo Hamburgo city in 2012, with random samples, totalizing about 1.200 questionnaires, with a sampling error of 4% and confidence of 95%, as well as a documentary research on the City Halls’ sites, IBGE, TCE and FEE.

Nuestra hipótesis de trabajo sugiere que el capital social, propio de la cultura política local existente en la región y en la ciudad analizada, se constituye en un aliado a las instituciones políticas, pues ya que se asocia a la evaluación positiva de las políticas públicas municipales. La metodología utiliza los resultados de dos investigaciones cuantitativas, encuestas domiciliares aplicadas en el Corede, el 2007, y en Novo Hamburgo, el 2012, con muestras probabilísticas, totalizando 1.200 cuestionarios, equívoco de muestreo de 4% y confianza de 95%, así como investigación documental a los sitios de dichas intendencias, IBGE, TCE e FEE.O objetivo deste artigo é demonstrar a associação existente entre o capital social e as políticas públicas municipais, por meio de um estudo comparado, entre o volume de capital social existente no Conselho de Desenvolvimento do Vale do Rio dos Sinos (Corede) e a cidade de Novo Hamburgo, pertencente ao Corede. Nossa hipótese de trabalho sugere que o capital social, próprio da cultura política local existente na região e na cidade em tela, constitui-se num aliado às instituições políticas, pois ele está associado à avaliação positiva das políticas públicas municipais.
