Managerial proficiency and the development of public administrators

Resumo: | This paper presents a study on managerial proficiency programs, analyzing them throughout the Brazilian State reform processes. The paper begins by establishing a parallel between the evolution of those programs and the strategy of creating schools for high-level public officials both in Brazil and Argentina. After analyzing the political and institutional context in which those programs were developed and inferring that their concepts are subject not only to the elements that formed each culture, but also to the basic guidelines of their respective states, the paper identifies the features of the new public administration, as well as those of the new management model introduced by the most recent Brazilian State reform movement, in 1995. Based on those features and on the fact that managerial proficiency is tied to competence - concepts discussed in the paper -, the paper makes suggestions about the profile the administrator must have for the managerial public administration proposed by the Brazilian State reform plan. |

Inicialmente, o artigo traça um paralelo entre a evolução histórica dos programas de reforma do Estado e a estratégia de criação de escolas de formação de altos funcionários no Brasil e na Argentina. Após analisar o contexto político-institucional em que esses programas se desenvolveram e inferir que suas concepções estão subordinadas não apenas aos elementos formadores de suas culturas, mas também às linhas básicas dos modelos de seus estados, o artigo identifica as características da nova administração pública e do novo modelo de gestão apresentado no último movimento de reforma brasileiro de 1995.
