Resumo: | This paper reports the experience of Geop - a group fonned by researchers of the State University of Campinas dedicated to study institutional organization and refonn - in the restructuring process of the Campinas Agricultural Institute (IAC). The theoretical principies that guided the group's actions arepointed out, as well as the main recommendations made to reorganize IAC's research system. Recent changes in international P&D organizations have tended to preserve their dependence on public funds, despite the increasing search for alternative financing sources. Howeve~ the connections of thoseinstitutions with the demand have been strengthened, and new forms of administration and, especially, of financing, have been introduced in order to increase their autonomy and flexibility. The changes proposed to IAC aimed to improve its competitivity by increasing its degree of organizational and financing autonomy, its institutional flexibility, and its foresight capability.The main change concerns research planning and administration, seen as an essential step towards the enlargement and intensification of the institutionallinks with the market, the users, and other R&D organizations. |

A partir de experiências internacionais recentes de reorganização de P&D, constatou-se que as reformas apontam no sentido da preservação do caráter público das instituições de pesquisa, mas com um fortalecimento dos laços com a demanda, procurando adequar os temas de pesquisa às necessidades sociais e introduzindo novas formas de gestão e, sobretudo, de financiamento, com vistas a aumentar a autonomia e a flexibilidade dessas instituições.
