Analysis of the Institutional Development Plan of South-Southeast Consortium of Federal Universities

Resumo: Federal Universities within the context of Reuni are experiencing a time of great expansion and investment. In this macro-context, seven Ifes (Federal Institutions of Higher Education) of Minas Gerais established an agreement represented by the South-Southeast Consortium of Minas Gerais with proposals for academic and administrative integration. In this respect, the action of administrators of public institutions in face of the challenge of undertaking management which ensures organizational effectiveness and efficiency, should be guided by a strategic planning tool, as represented by the Institutional Development Plan (IDP), created by Decree 5.773/06. The research was documental analysis of the IDPs published on the Ifes sites of the South-Southeast Consortium of Minas Gerais in order to evaluate the plan from the bureaucratic point of view based on the studies of Segenreich (2005). Analysis of the data showed that the IDP is not very consistent in regard to the quantification of goals, description of actions, resource requirements, deadlines and those responsible for its implementation.

Las universidades federales, en el contexto de Reuni, están vivenciando un momento de expansión y grandes inversiones. De ese contexto macro, siete Ifes del Estado de Minas Gerais pactan un acuerdo representado por el Consorcio Sur-Sureste de Minas Gerais con propuestas de integración académica y administrativa. En ese sentido, la acción de los gestores públicos frente al desafío de de realizar uma gestión que garantice la eficacia y eficiencia organizativa se debe pautar por el instrumento de planeamiento estratégico, representado por el Plan de Desarrollo Institucional (PDI), creado por el Decreto 5.773/06. La investigación ha consistido en el análisis documental de los PDIs publicados en las webs de las Ifes del Consorcio con el objetivo de valorar el plan desde el punto de vista burocrático con base en los estudios de Segenreich (2005). Del análisis de los datos se ha observado que el PDI no es muy consistente en lo que respecta a la cuantificación de las metas, en la descripción de las acciones, de los recursos necesarios, de los plazos y de los responsables de su implementación. As universidades federais, no contexto de Reestruturação e Expansão das Universidades Federais (Reuni), estão vivenciando um momento de expansão e grandes investimentos. Desse contexto macro, sete Instituições Federais de Ensino Superior (Ifes) do estado de Minas Gerais pactuam um acordo representado pelo Consórcio Sul-Sudeste de Minas Gerais com propostas de integração acadêmica e administrativa. Nesse sentido, a ação dos gestores públicos diante do desafio de realizar uma gestão que garanta a eficácia e a eficiência organizacional deve-se pautar pelo instrumento de planejamento estratégico, representado pelo Plano de Desenvolvimento Institucional (PDI), criado pelo Decreto no 5.773/2006. A pesquisa consistiu na análise documental dos PDIs publicados nos sites das Ifes do Consórcio com o objetivo de avaliar o plano do ponto de vista burocrático com base nos estudos de Segenreich (2005). Da análise dos dados observou-se que o PDI não é bem consistente no que se refere à quantificação das metas, na descrição das ações, dos recursos necessários, dos prazos e dos responsáveis por sua implementação.
