Education in public administration: retrospective and perspectives of the American experience and reflections on the Brazilian case

Resumo: | Starting from the evidence that many of those, presently engaged with the processes of program development and decision making in Brazilian Public Administration academy, have gotten their degrees in the United States, being, therefore, often conditioned by such living and learning experience, the author discusses, in the first place, the higher education system in Public Administration in the United States, under the intention of improving the general understanding of alternatives discussed, as well as of decisions ma de in Brazil in regard to that subject matter. The graduate level education in Public Administration; its evolution in the United States since the 1960s, and the present state of the art both in that country and in Brazil, are the central issues of this article. The barriers which tend to difficult the transfer of educational experiences from one country to the other, given their cultural differences, are analyzed by the author, while emphasizing the variables that must be taken into account in the Brazilian case, especially in reference to the work which is being developed by the Brazilian School of Public Administration of Fundação Getulio Vargas. |

Originalmente, as razões que me levaram a focalizar esse tema estavam fundamentalmente relacionadas com a necessidade de compreender melhor o que vinha ocorrendo e saber quais as tendências no contexto da educação em administração pública nos EUA, após a experiência de um programa de pós-graduação naquele país. A razão que me leva a divulgar este esforço de compreensão é que, embora bastante limitado, poderá contribuir de alguma forma positiva para as reflexões daqueles que estão envolvidos, direta ou indiretamente, com a educação em administração pública no Brasil. Isto assume especial importância se considerarmos que uma grande parte dos que no Brasil estão engajados no ensino a nível de pós-graduação e em pesquisa em administração pública fizeram seus estudos nos EUA.
