Rural policy and wage labor: an analysis from the Polonordeste

Resumo: | The Paraguaçu Valley region, in Bahia, has been the subject of the Programa de Desenvolvimento de Áreas Integradas do Nordeste (Polonordeste) since the middle of last decade, supported by the Federal Government and the World Bank. In spite of repeated statements in favor of rural workers without land ("sem terras"), the program focused its instruments and actions on a small number of land-owner producers, in the belief that the other rural workers would be absorved through the labor market, due to the shortage of labor caused by the increase in the number of people working full time on their own lands. This expectation, in the view of this authors would benefit both the "sem-terras" and the fanners with precarious or incomplete reproduction, who amounted to about seventy thousand families in the area under study. The present analisys does not confirm the expectations of the decision-makers. |
