Associativism as a development instrument for local government: the Brazilian experience and that of other countries

Resumo: Municipal associativism has been an important means for government decentralization and for local government strengthening in several countries. The Brazilian experience has grown lately through the action not only of national state and micro-regional associations  of counties, mayors and councilmen, but also of consortiums which, through the creation of populational, financial, economie, and technical scales, are rendering more essential services to their communities. This paper discusses municipal associativism, presenting several examples in Brazil and in other countries.

A experiência brasileira vem sendo reforçada. nos últimos anos, pela atuação não somente das associações nacionais, estaduais e microrregionais de municípios, de prefeitos e de vereadores, como também dos consórcios que, mediante a criação de escalas populacional, financeira, econômica e técnica. vêm ampliando a prestação de serviços essenciais às comunidades dos municípios que fazem parte dessas entidades.
