Resumo: Since de seventies, the crisis of the capitalist standard of accumulation based on the Taylorist/Fordist binomial caused its substitution by flexible and deregulated production forms. In order to face the new challenges and to guarantee their survival, companies have invested in modern technologies adopted organizational concepts with emphasis in the development and management of human resources, so as to answer the requirements of the new working processes. This article discusses the case of the Oswaldo Cruz Foundation, from the perspective of change, with a critical approach to the management of human resources in a public institution of science and technology in health, which is a reference for the Brazilian Health Ministry and has a strategic position in the Unified Health System. The article is a contribution to the improvement of human resources management at Fiocruz, considering that a higher qualification of the staff will expand the institution’s area of activity as well as its capabilities to improve the health of the Brazilian people.

Para enfrentar os novos desafios e garantir suasobrevivência, as empresas passaram a investir em modernas tecnologias e adotaramconcepções organizacionais com ênfase na formação e na gestão de recursoshumanos, com o objetivo de atender aos requisitos do processo de trabalho. Esteartigo relata a experiência da Fundação Oswaldo Cruz na perspectiva da mudança,fazendo uma abordagem crítica da gestão de recursos humanos em uma instituição pública de ciência e tecnologia em saúde, órgão de referência do Ministério da Saúdeque ocupa posição estratégica no Sistema Único de Saúde e na formulação dapolítica nacional de ciência e tecnologia em saúde.
