Competitiveness doctrine and the public policy for R&D: recent evidence and criticaI views

Resumo: Since the earIy 90's the definition of public policies in Brazil has included a discussion about coordination and commitment issues which happen to discourage the search for industty-wide competitiveness. Whereas the initial scope of the new guidelines laid stress on research privatization as well as on the purpose of promoting both high-tech and basic technoIogy orientedresearch, from the mid-90's on policymakers started focussing on the objective of restructuring the technoIogica1ly mature industries by means of acquiring (foreign) technoIogy. By Iooking into the US experience, there is evidence that research privatization has implied discouraging broad-use technoIogiesas we11 as jeopardizing the efficient running of behavioral norms and of reward systems as related to the organization of research. According to this paper's authOl; recent work on the new economics of science and research is crucial to devise new mechanisms and new institutional formats to help designing efficient R&D policies

Enquanto a versão original das novas diretrizes conferia ênfase à privatizaçãoda pesquisa, mas ao mesmo tempo declarava o objetivo de promover as indústrias de ponta e a pesquisa de base tecnológica, a partir de meados desta, década ganha destaque o objetivo de reestruturar os setores produtivos tecnologicamente maduros da indústria através da compra de tecnologiaestrangeira. Quanto à experiência norte-americana, há evidências no sentido de que a privatização da pesquisa resulta em desestímulo ao desenvolvimento das tecnologias de amplo espectro de uso e compromete a eficiência no funcionamento das normas de comportamento e sistemas de recompensa que organizam a pesquisa.
