Decentralization - an alternative change

This work discusses some aspects of the decentralization process as an alternative to of for major changes in the Brazilian public sector. It shows that the problem has to be seen from a historical perspective and that it has even affected the federal system. Centralization - the pattern carried out in the last decades - has left a heritage of weak and powerless local and state governments. In order to have things changed, some basic objectives – namely flexibility, gradualism progressiveness and social control - are to be followed in the process. The article also tries to warn about the possible constraints and resistances to the process and to indicate some paths that may be followed in a short term. It concludes by assuring the feasibility and desirability of the decentralization process, given the political moment of the nation.
