Resumo: Economic sustainability is regarded as an important requirement in the globalized scenario, and it depends on a range of factors, such as expenditure and public deficit control, as well as investments in infrastructure. Nevertheless, public expenditure control conflicts with the need for investments in infrastructure, traditionally made by the government. Due to the shortage of public resources, there is space for private enterprise to supply these works and facilities. This article discusses the real power of this arrangement for supplying public works and facilities in Brazil, based on the analysis of the current bill proposal establishing public-private partnerships (PPPs). It discusses government improvement and identifies some types of contracts between the public administration and private enterprises, emphasizing the PPPs. It also shows similarities among PPP contracts in different countries, as well as the most relevant economic and social impacts of these contracts in Brazil.

Entretanto, o controle dos gastos públicos caminha na direção contrária à necessidade de investimentos em infra-estrutura, tradicionalmente efetuados pelo Estado. Em virtude da escassez de recursos governamentais para investimentos, surge espaço para a iniciativa privada no financiamento dessas obras e serviços. A partir da análise do atual projeto de lei que institui as parcerias público-privadas (PPPs), este artigo discute o real potencial desse arranjo no financiamento de obras e serviços públicos no Brasil. Foram tratadas questões como a reforma do Estado e identificadas algumas modalidades de contratos entre a administração pública e a iniciativa privada, com maior ênfase nas PPPs.
