Relationships between regulation and control in the management reform and their implications for the Brazilian health system

Resumo: This paper discusses the concepts of control, regulation and internal control, establishing their relationship with the current problem of the Brazilian management reform process, specifically in the health sector. The paper intends to bring a contribution to the debate on the improvement of the managerial capability of health organizations, pointing out that there is a general concern with the sector¿s regulatory process, to the detriment of the development of internal control attitudes in relation to the administration of health institutions. Both movements - regulation and internal control - are part of same process concerning the management reform proposal, and it is not possible for one to advance without the other, at the risk of limiting the possibilities of improving the effectiveness and efficiency of health organizations.

Visando a contribuir para os debates sobre a melhoria da capacidade gerencial das organizações de saúde, o artigo aponta que há uma preocupação geral quanto ao processo regulatório do setor, em detrimento do desenvolvimento de atitudes de controle interno de gestão nas instituições de saúde.
