Insalubrity and environmental conflict: risk and citizenship

Resumo: This article discusses insalubrity through the environmental health perspective, whose main focus is the anthropic ecosystem, where the human species prevails and can change dramatically all life forms. The Santos lowland region, in Brazil, is described, with special emphasis on environmental risks and the degrees of exposure of different groups, related to a spatial segregation. The challenge to control risks calls for cooperation between companies, government officials and community organizations, who must share responsibilities in the negotiation over environmental risks.

As configurações espaciais da Baixada Santista são apresentadas em linhas gerais, destacando-se os aspectos de riscos tecnológicos, que afetam de forma desigual os diferentes grupos humanos, de vez que a metrópole sobreposta a uma área estuarina se organiza segundo uma lógica de segregação espacial.
