Resumo: | Pursuant to the author, his study is oriented by the following two questions: 1. Why has an authoritarian State to spend a significant part of its budget on social services such as health, education and public housing? 2. To what extent the limits imposed on the enhancement of an emphasis on social welfare are in fact "structural" limits deriving from capitalism, or do they result from a more complex balance of forces? These questions are put so that the first part of the article will be focused upon the context in which South-American military regimes operate; after that will be presented an analysis of the Argentinian and Brazilian cases. |
