The Public Defender Office in the state of Pará, Brazil: a systemic observation of the institutional capacity

Resumo: This paper presents the results of an empirical observation in the Nuclei of the Public Defender Office in the Metropolitan Region of Belém and in the Nuclei in the towns of Marabá and Santarém, in Pará, Brazil. With some modifications, it is inspired by the idea of self-referential systems proposed by Niklas Luhmann. The first-degree observation operationalized through questionnaires aims to analyze the institutional and administrative capacity of the Public Defender Office, starting from a scheme formed by the convergence of various theoretical concepts for observing and grasping public organizations. The second-degree observation is operationalized through semi-structured interviews.

Este trabalho mostra os resultados de uma observação empírica nos Núcleos da Defensoria da Região Metropolitana de Belém e nos Núcleos dos municípios de Marabá e Santarém, no Pará. Com algumas modificações, inspira-se na ideia de sistemas autorreferenciais proposta por Niklas Luhmann. A observação de primeiro grau operacionalizada a partir de questionários tem por objetivo analisar a capacidade institucional-administrativa da Defensoria Pública, partindo de um esquema formado pela convergência de diversos conceitos teóricos para a observação e compreensão das organizações públicas. A observação de segundo grau é operacionalizada a partir de entrevistas semiestruturadas.
