Resumo: This paper revisits the thought of Maurício Tragtenberg and demonstrates that administrative harmony and bureaucratic ethos have persisted in management theory and practice. Adopting a critical perspective, the paper reveals that the new management theories are tributary of the old schools and of the bureaucratic organization model. The paper also analyzes the impact of capitalistic transformations on the organizational theory and the emergence of the flexible bureaucracy.
