Resumo: The case addresses the dilemma of participation faced by an association of residents which, in its history of action, guards social mobilization actions and problem specifications with the public authorities. In recent decades, the neighborhood has lived with a scenario of fragile representation of the association with residents and complaints about links with local politicians. What decision will be taken to foster social participation when the local political culture is permeated by relationships of personalism? The case is intended to be used in the disciplines of undergraduate courses in Administration and the Public Field in content on social management.
