Resumo: Open Government Data (DGA) is a resource that intensively uses information and communication technology tools. Governments use DGA to seek closer ties with society. Governments and society expect many benefits and advantages from using DGA, but several barriers and challenges to realizing these benefits and advantages are also cited in parallel. Recognizing the relevance and importanceof the topic, this study aimed to identify actors in the Brazilian DGA ecosystem, the expected benefits and advantages, potential barriers, inhibiting factors, possible facilitating factors and motivators. From the results of the interviews the challenges and proposed actions (specific to each challenge) for mitigating them were listed, in the search for the expected advantages and benefits, with support coming from the drivers or facilitating factors.

Mediante el uso de DGA se esperan muchos beneficios y ventajas para los gobiernos y la sociedad, pero paralelamente también se citan varios obstáculos y desafíos para la materialización de estos beneficios y ventajas. Reconociendo La relevancia e importancia del tema, este estudio tuvo como objetivo identificar los actores de la DGA Ecosistema Brasileño, los beneficios y las ventajas esperadas, las barreras potenciales y factores inhibidores, factores que pueden propiciar y ser motivadores. A partir de los resultados de las entrevistas se enumeraron los desafíos, y propuso acciones (específicos para cada desafío) que pueden mitigar a estos en busca de las ventajas y beneficios que se esperan, con el apoyo de los conductores o los factores que lo facilitan.Dados governamentais abertos (DGA) é um recurso que utiliza intensamente ferramentas da tecnologia da informação e comunicação (TIC), por meio do qual os governos buscam maior aproximação com a sociedade. Pelo uso de DGA, diversos benefícios e vantagens são esperados tanto para os governos como para a sociedade e, de forma paralela, são citadas, neste estudo, várias barreirase desafios para seu alcance. Reconhecendo a atualidade e a importância do tema 1, este trabalho teve como objetivo identificar, no ecossistema brasileiro DGA, atores, benefícios e vantagens, potenciais barreiras e fatores inibidores, e possíveis fatores facilitadores e motivadores.
