Tourism ICMS and Municipal Tourism Councils: a Stimulus to Social Participation for Development Tourist in Inducers Destinations of Minas Gerais?

The purpose of this study is to analyze whether two government measures carried out in a State in Brazil - Minas Gerais - have encouraged social participation in the development of tourism. These are as follows: ICMS Tourism and municipal tourism councils. In undertaking the study, we decided to conduct an analysis in 16 destinations inducers for tourism in this State. As a theoretical support, references were made to the specialized literature in public administration and tourism. This is a qualitative study and its methodological procedures include primary data collection (documentary research and semi-structured interviews with 62 stakeholders of the tourism destinations of the state that have been analyzed) and secondary data (a review of the literature). The data analysis was conducted by means of the content analysis technique. The results showed that the two practices that were analyzed have encouraged social participation for tourist destinations in Minas Gerais, but they showed signs of administrative and operational shortcomings that need to be overcome.
