More doctors program implementation review: a look at the control bodies

Resumo: | The study sought to identify the main barriers to the implementation of the More Doctors Program (PMM) in the context of municipalities that adhered to public policies. From a total of 200 audit reports of the Comptroller General of the Union (CGU), 197 were selected from municipalities of various states and the Federal District, from January to December 2015. There were 461 occurrences identified in 153 municipal reports. Most of them were from municipalities with up to 50 thousand inhabitants, from entities located in the Northeast of the country and those classified in the PMM profile as 20% poverty. The findings identified that 70% of barriers are organizational in nature followed by individual barriers. They indicate the need for improvements in the articulation and agreement of the actors involved in the institutional arrangement for better implementation of the PMM so that they will not compromise their performance. |

Fueron identificados 461 casos en 153 informes municipales. La mayoría de ellos provenían de municipios de hasta 50 mil habitantes, de entidades ubicadas en el noreste del país y las clasificadas en el perfil PMM 20 % de pobreza. Los resultados identificaron que el 70 % de las barreras son de naturaleza organizacional seguidas de barreras individuales. Esto indica la necesidad de mejoras en la articulación y concertación de los actores involucrados en un acuerdo institucional para una mejor implementación del PMM para que no comprometan su desempeño.O estudo procurou identificar as principais barreiras à implementação do Programa Mais Médicos (PMM) no contexto dos municípios que aderiram à política pública. De um total de 200 relatórios de auditoria da Controladoria Geral da União (CGU), selecionou-se 197, de municípios de diversos estados e do Distrito Federal, no período de janeiro a dezembro de 2015. Houve identificação de 461 ocorrências em 153 relatórios municipais. A maior parte delas eram de municípios com até 50 mil habitantes, de entes situados na região Nordeste do país e daqueles classificados no perfil do PMM 20% pobreza. Os achados identificaram que 70% das barreiras são de cunho organizacional, seguido das barreiras individuais.
