Indigenous responses to the pandemic: Public action in contexts of emergency

Resumo: The indigenous health policy in Brazil is composed of an ecosystem of diverse organizations, including government agencies and indigenous, indigenist, and religious associations. Regional and ethnic diversities and the differences in the nature of the partnerships bring challenges to guaranteeing the rights of indigenous peoples. This paper adopts a multi-centric perspective of public action to understand how this network of actors articulated responses to the impacts of the COVID-19 pandemic and the conservative government of President Jair Bolsonaro on indigenous lands. We present two case studies based on the experiences of agents and organizations focused on indigenous health in the municipalities of São Paulo (SP) and São Gabriel daCachoeira (AM), both in Brazil. The results indicate that the networks created among agents supporting indigenous agendas played a central role in confronting the crises and worked as a protective web for indigenous populations’ rights during periods of democratic regression. The study highlights the importance and challenges of maintaining an intercultural dialogue with indigenous communities and partner organizations’ ethical and political commitment to the effectiveness of this model of indigenous health policy.

Las diversidades regionales y étnicas, sumadas a las diferencias en la naturaleza de las alianzas, plantean desafíos a la garantía de los derechos de los pueblos indígenas. El presente trabajo parte de una perspectiva multicéntrica de la acción pública para entender cómo esta red de actores articuló respuestas a los efectos de la pandemia de COVID-19 y del gobierno conservador de Jair Bolsonaro en las tierras indígenas (TI). Presentamos dos estudios de caso basados en las experiencias de agentes y organizaciones centrados en la salud indígena en los municipios de São Paulo (SP) y São Gabriel da Cachoeira (AM). Los resultados indican que las redes creadas entre agentes solidarios con las agendas indígenas fueron el factor central para enfrentar las crisis y funcionan como una “red de protección” de los derechos de las poblaciones indígenas en contextos de regresión democrática. Se evidenciaron la importancia y los desafíos de mantener un diálogo intercultural con las comunidades indígenas y el compromiso ético y político de las organizaciones aliadas para que el modelo sea efectivo.A política de saúde indígena no Brasil é composta de um ecossistema de organizações diversas que abarca desde órgãos governamentais até associações indígenas, indigenistas e religiosas. As diversidades regionais e étnicas, somadas às diferenças nas naturezas das parcerias, trazem desafios para a garantia dos direitos dos povos indígenas. O presente trabalho fundamenta-se em uma perspectiva multicêntrica da ação pública para compreender como essa rede de atores articulou respostas para os efeitos da pandemia de Covid-19 e do governo conservador de Jair Bolsonaro nas Terras Indígenas. Apresentamos dois estudos de caso baseados nas experiências de agentes e organizações voltados à saúde indígena nos municípios de São Paulo (SP) e São Gabriel da Cachoeira (AM). Os resultados apontam que as redes criadas entre agentes solidários às pautas indígenas foram o fator central para o enfrentamento das crises e funcionam como uma malha de proteção aos direitos das populações indígenas em contextos de retrocesso democrático.
