STRATEGIC MANAGEMENT ON AMBIENCE OF VOLUNTARY WORK

Resumo: The present paper analyses the appearance and evolution of a voluntary organization with nuclear activities concentrated on the canvassing, training and allocation of voluntary work in Curitiba, on basis of the approach of the strategic management and presuppositions conceptual-theoretically of the Resource-Based View (RBV). In a first moment, in the conceptual-theoretical referential, there are articulated the perspectives of the strategic management and of the RBV in space own to acting of voluntary organizations. When this was done, in a first analysis level, there is carried out the presentation and discussion of the scenery and of the strategies that culminated in the creation, structuring and functioning of the centers of volunteers in Brazil. Next, in the transition for the second analysis level, there is treated the creation of the Centro de Ação Voluntária (CAV), as consequence of the implementation of strategy of the Comunidade Solidária, and of the identification of the initial strategies of his operations. When the environment was defined and the form of acting of the organization, finally, the focus is concentrated in the second analysis level to treating the activities of captivation, transformation and application of social capital, as resource incorporated by the voluntary labor applied in social causes by copartner organizations of the CAV. The results reveal the existence of a network of centers of volunteers loosely coupled and that the performance of the organization in study is dependent more of his isolated local initiatives of what regional or national influences of a system of governance for encouragement of the voluntary work. O presente artigo analisa o surgimento e evolução de uma organização voluntária com atividades nucleares concentradas na captação, capacitação e alocação de trabalho voluntário em Curitiba, com base na abordagem da gestão estratégica e em pressupostos teórico-conceituais da Visão Baseada em Recursos (VBR). Num primeiro momento, no referencial teórico-conceitual, são abordadas e articuladas as perspectivas da gestão estratégica e da VBR em espaço próprio de atuação de organizações voluntárias. Feito isso, num primeiro nível de análise, é realizada a apresentação e discussão do cenário e das estratégias que culminaram na criação, estruturação e funcionamento dos centros de voluntariado no Brasil. Em seguida, como transição para o segundo nível de análise, é tratada a criação do Centro de Ação Voluntária (CAV), como consequência da implementação de estratégia da Comunidade Solidária, e da identificação das estratégias iniciais de suas operações. Definido o ambiente e a forma de atuação da organização, finalmente o foco é concentrado no segundo nível de análise ao tratar das atividades de captação, transformação e aplicação de capital social, como recurso incorporado pela mão de obra voluntária aplicada em causas sociais por organizações parceiras do CAV, as chamadas cooperadas. Os resultados revelam a existência de uma rede de centros de voluntariado frouxamente articulada, e que o desempenho da organização em estudo é dependente mais de suas iniciativas locais isoladas do que de influências regionais ou nacionais de um sistema de governança de fomento do trabalho voluntário.
