Resumo: According to the debt theory, subnational entities, states and municipalities, are indebted to make investments that allow them to allocate public assets to their jurisdictions, contributing to human development. However, problems with mismanagement of public resources can contribute to the fact that public indebtedness negatively influences human development. In this sense, the present article investigated the influence of public indebtedness on the human development of large Brazilian municipalities. For this purpose, information was collected on Brazilian municipalities with more than 500 thousand inhabitants over 7 years, from 2006 to 2012. As statistical technique, MQO regression with panel data was used. The results showed that public debt and social spending timidly influence the human development of large municipalities, while the most influential variable is the human development already sedimented locally over time.

Sin embargo, los problemas con la mala gestión de los recursos públicos pueden contribuir para que el endeudamiento público influya negativamente en el desarrollo humano. En ese sentido, el presente artículo investigó la influencia del endeudamiento público sobre el desarrollo humano de los grandes municipios brasileños. Para esto, fueron recolectadas informaciones referentes a los municipios brasileños con más de 500 mil habitantes a lo largo de 7 años, de 2006 a 2012. Como técnica estadística se utilizó la regresión MQO con datos en panel. Los resultados revelaron que el endeudamiento y los gastos sociales públicos influencian tímidamente el desarrollo humano de los grandes municipios, mientras que la variable con mayor influencia es el desarrollo humano ya sedimentado localmente a lo largo del tiempo.De acordo com a teoria da dívida, os entes subnacionais, estados e municípios, endividam-se para realizar investimentos que proporcionem alocar bens públicos aos seus jurisdicionados, contribuindo para o desenvolvimento humano. No entanto, problemas com a má gestão dos recursos públicos podem contribuir para que o endividamento público influencie negativamente o desenvolvimento humano. Nesse sentido, o presente artigo investigou a influência do endividamento público sobre o desenvolvimento humano dos grandes municípios brasileiros. Para tanto, foram coletadas informações referentes aos municípios brasileiros com mais de 500 mil habitantes ao longo de sete anos, de 2006 a 2012. Como técnica estatística, utilizou-se a regressão MQO com dados em painel.
