Resumo: There is a growing interest on the part of the academy and public and private organizations in issues related to cultural studies. Most of the times, discussions about this issue has two focuses. The first is related to the debate over who should be responsible for Culture, the state or the market. The second refers to the development of a cultural industry and its s-trategic and marketing implicatons. Despite the actual discussions about the importance of culture as a fundamental e-lement for the development, there are some difficulties in understanding the role of the state before this perspective. The objective of this article is to analyze the relation between culture and development in a center/periphery context.

Na maioria das vezes, as discussões em torno do tema têm, genericamente, dois focos prin-cipais. O primeiro diz respeito ao debate sobre quem seria o responsável pela cultura, se o Estado ou o mercado. O segundo trata do desenvolvimento de uma indústria da cultura, e suas implicações preocupações estratégicas e mercadológicas. Apesar da atual retomada das discussões a respeito da importância da cultura como elemento fundamental para o desenvolvimento, parece haver ainda algumas dificuldades para se compreender que papel teria o Estado diante dessa perspectiva.
