Economia compartilhada e desafios de regulação: uma proposta de tipologias para plataformas tecnológicas de transporte individual

This dissertation analyses the sharing economy phenomenon based on academic contributions on the subject and the necessary conditions for its emergence, as well as the main taxonomies used to categorize it. Based on this, we propose a series of fundamental characteristics that help understand this phenomenon, its potentials and limits. After, we present a brief theoretic contextualization on regulation, its economic and social motivations and challenges facing innovation, especially technological ones. We subsequently adopt as a focus the technological platforms for individual passenger transportation, about which we present a brief explanation that helps comprehend the context in which the main conflicts, debates, affected actors and regulatory responses given by four cities: Mexico City, New York, Paris, Vancouver and São Paulo. Based on the regulatory responses from these five cases and on the typologies already applied to this case, we justify the necessity of creating a new typology, one that congregates all the complexities and specificities of the regulations directed towards the transportation of individuals Market. As a conclusion, we propose a new typology and make some recommendations for the growing number of governments and regulators having to face these challenges around the world.
