Resumo: | This thesis aims to analyze the main mechanisms that act as obstacles to the participation of women from different perspectives in the process of the IV National Conference on Politics for Women. In order to do so, we sought to negotiate the subject field of this research with the matrices of three other fields-themes inserted in different disciplines: Social Participation, Public Policies and Gender. This negotiation process resulted in the choice of the methods and theories mobilized in this work. The methods chosen were: literature review; analysis of content on Conference documents and Women's Policy bodies involved in the analysis; semi-structured interviews with governmental and civil society actors who organized and/or participated in the IV Conference process; and participant observation of the process of organization and accomplishment of the IV, conducted between November 2014 and May 2016, focusing on the municipality and state of São Paulo. After this process, four types of mechanisms of obstacles to participation were identified: procedures and rules; communication; physical access; and domination of coalitions; the last one being identified as an exclusion factor, since the identified coalitions used the other mechanisms to create obstacles to participation. These mechanisms mobilized theories such as the Theory of Deliberative Democracy and its limits to the inclusion of people from different perspectives, tracing the debate between Habermas, Seyla Benhabib, Iris Young and Nancy Fraser; the assumption of interdependence between the maturing of a political community and the institutionalization of public policy in Romão, Gurza Lavalle and Zaremberg; concepts about networks, subsystems and communities of Rhodes, 2008; the intersectionality debate in Angela Davis and Kimberlé W. Crenshaw; and also the concept of interpretative frameworks in the literature on the New Social Movements in Rosa and Mendonça and Nunes. It is believed that an important contribution of this work is the discussion of the justifications of women of coalitions in creating obstacles to the participation of women. For women of coalitions, women from different perspectives who approached the area of Policy for Women through the process of the Fourth Conference represent a threat to the values and conceptions of the alternatives and agendas that such coalitions have built up over the years militating in this area. |

Para tanto, buscou-se negociar o campo-tema desta pesquisa com as matrizes de três outros campos-temas inseridos multidisciplinares diferentes: o de Participação Social, Políticas Públicas e Gênero. Esse processo de negociação resultou na escolha dos métodos dos métodos e teorias mobilizados neste trabalho. Os métodos escolhidos foram: revisão de literatura; análise de conteúdo sobre os documentos da Conferência e dos organismos de Política para as Mulheres envolvidos na análise; entrevistas semiestruturadas com atoras governamentais e da sociedade civil que organizaram e/ou participaram do processo da IV Conferência; e observação participante do processo de organização e realização da IV, realizado entre novembro de 2014 e maio de 2016, com foco no município e no estado de são Paulo. Após este processo foram identificados quatro tipos de mecanismos de obstáculos à participação: procedimentos e regras; comunicação; acesso físico; e domínio de coalizões; sendo que este último acabou sendo identificado como um fator de exclusão, uma vez que as coalizões identificadas faziam uso dos outros mecanismos para criar obstáculos à participação. Estes mecanismos mobilizaram teorias como a Teoria de Democracia Deliberativa e seus limites à inclusão de pessoas de diferentes perspectivas, remontando o debate entre Habermas, Seyla Benhabib, Íris Young e Nancy Fraser; o pressuposto da interdependência entre amadurecimento de uma comunidade política e institucionalização da política pública em Romão, Gurza Lavalle & Zaremberg; conceitos sobre redes, subsistemas e comunidades de Rhodes, 2008; o debate sobre a interseccionalidade em Angela Davis e Kimberlé W. Crenshaw; e ainda o conceito de enquadramentos interpretativos na literatura sobre os Novos Movimentos Sociais em Rosa e Mendonça e Nunes. Acredita-se que uma importante contribuição deste trabalho é a problematização das justificativas de mulheres de coalizões em criar obstáculos à participação de mulheres. This thesis aims to analyze the main mechanisms that act as obstacles to the participation of women from different perspectives in the process of the IV National Conference on Politics for Women. In order to do so, we sought to negotiate the subject field of this research with the matrices of three other fields-themes inserted in different disciplines: Social Participation, Public Policies and Gender. This negotiation process resulted in the choice of the methods and theories mobilized in this work. The methods chosen were: literature review; analysis of content on Conference documents and Women's Policy bodies involved in the analysis; semi-structured interviews with governmental and civil society actors who organized and/or participated in the IV Conference process; and participant observation of the process of organization and accomplishment of the IV, conducted between November 2014 and May 2016, focusing on the municipality and state of São Paulo. After this process, four types of mechanisms of obstacles to participation were identified: procedures and rules; communication; physical access; and domination of coalitions; the last one being identified as an exclusion factor, since the identified coalitions used the other mechanisms to create obstacles to participation. These mechanisms mobilized theories such as the Theory of Deliberative Democracy and its limits to the inclusion of people from different perspectives, tracing the debate between Habermas, Seyla Benhabib, Iris Young and Nancy Fraser; the assumption of interdependence between the maturing of a political community and the institutionalization of public policy in Romão, Gurza Lavalle and Zaremberg; concepts about networks, subsystems and communities of Rhodes, 2008; the intersectionality debate in Angela Davis and Kimberlé W. Crenshaw; and also the concept of interpretative frameworks in the literature on the New Social Movements in Rosa and Mendonça and Nunes. It is believed that an important contribution of this work is the discussion of the justifications of women of coalitions in creating obstacles to the participation of women. For women of coalitions, women from different perspectives who approached the area of Policy for Women through the process of the Fourth Conference represent a threat to the values and conceptions of the alternatives and agendas that such coalitions have built up over the years militating in this area. |
