The assessment of public resources allocation efficiency goes far beyond the simple analysis of legality, fairness and promptness of administrative procedures. It relates also to the quality of services provided in relation to investment itself and expected outcomes. This study examines the funding allocation at the Municipal Fund for Children’s Rights of São Paulo (FUMCAD-SP), aiming at offering to the Municipal Secretariat of Human Rights and Citizenship reflections on management practices that directly impact the quality of investments as well as the ability to evaluate whether investments meet the challenges posed by children policies, and recommendations to public managers aimed at qualifying planning tools, monitoring and evaluation processes, under the perspective of FUMCAD-SP as a public policy tool. Thus, data and information were analyzed – which comprised the period from 2005 to 2015, with significant differences in the quality of systematization over the period – relating to FUMCAD-SP’s management and governance practices and its planning tools and monitoring and evaluation processes. The study also encompassed interviews with key actors of the bodies involved in the management of the Fund in order to identify qualitative information that could qualify the recommendations presented in this study.
