Avaliação de processo do Programa de Regionalização do Turismo em 65 municípios turísticos brasileiros

This study presents a research conducted in 65 Brazilian touristy cities in the period December 2007 to February 2008. It aims to evaluate the implementation of the Regionalism Tourism Program in those city regions. This program is the mainstream of public policies of the brazilian tourism, launched by the Ministry of Tourism in 2004. In order to understand the public policy on tourism, a documentary research in the archives of the Ministry of Tourism, was done to describe the National Plan of Tourism (2003-2007) and Regionalism Tourism Program; also it was taken place a review of literature on the principles and the concepts that underpins the program: participatory decentralization, integration and sustainability. Also of literature, it was made up a matrix for evaluating process that was used in this work. The research took place in the 27 state capitals, the Federal District and more 37 destinations which are considered a consolidated tourist destinations (Amazon Forest, Pantanal of Mato Grosso, Gaúchas Mountains, Historic Cities of Minas, the Northeast Coast and others). Twenty three (23) researchers were held to apply the research and to make a systematic observation at the field spot. They collected information from local tourism public managers, using structured questionnaire forms. Those forms were developed considering the objectives of the nine operating modules of the Regionalism Tourism Program and their output indicators previously determined. The answers were tabulated and their frequencies calculated. Then they were transformed into columns graphs inn order to provide a clear view of the program current situation in relation to its implementation in those cities regions. The results were that about the nine modules of the program, four of them were implemented effectively restricted in the cities regions, requiring adjustments on the part of municipalities in their operational actions; four other modules have achieved more modest results on its implementation, demanding better monitoring and correction on account of tourism managers; and a unique module‘s result was ineffective because it was implemented in only seven cities regions, deserving more attention in its structure, its goals, delegated powers and strategies. Confronting those results with the theoretical review raised here, it was found that the decentralization process raised up the fragility of the municipalities that fail to comply with its duties under the program; also a weak integration was highlighted between the municipalities and between sectors public / private, to forming relations 'networks'; finally, it has concluded that the main tourism public program in Brazil is lacking of monitoring and evaluation.
