Resumo: This study is the result of a research conducted on Brazilian readings about the New World Order. I tried to analyze - based on historical sources of Centro de Pesquisa e Documentação em História Contemporânea do Brasil (CPDOC/FGV), such as Marcílio Marques Moreira File textual documents and Celso Amorim, Celso Lafer, Gelson Fonseca e Luiz Felipe Lampreia’s interviews - the main ideas of three historical personalitites directly involved in the formulation of Brazilian foreign policy during the New Republic, more specifically between 1989 and 1994. These three personalities are Celso Lafer, Gelson Fonseca e Rubens Ricupero. To this purpose, I try to highlight the main ways of interpreting the international system changed by the end of the 'bipolar conflict' with the support of most recent literature produced in the area, with the studies of Odd Westad (2005), Andrew Hurrell (2001, 2007) and John Ikenberry (2005). The data gathered during the research process allows us to assert that, in Brazil, the themes of autonomy and development are resilient. Debates about autonomy and development - so important to academic and political discourse developed in the 50’s – not only remained as major concern in foreign policy makers’ analysis, but also shows that, in Brazil, the discourse of modernization has reprised the basic ideas of local political thought.

A partir da investigação em fontes históricas depositadas no Centro de Pesquisa e Documentação em História Contemporânea do Brasil (CPDOC/FGV), como os documentos textuais do Arquivo Marcílio Marques Moreira e as entrevistas de Celso Amorim, Celso Lafer, Gelson Fonseca e Luiz Felipe Lampreia, procurouse analisar as principais ideias de três personagens históricos diretamente envolvidos com a formulação da política externa brasileira no período da Nova República, mais especificamente entre 1989 e 1994: Celso Lafer, Gelson Fonseca e Rubens Ricupero. Para tanto, buscou-se destacar as principais formas de interpretação do sistema internacional alterado pelo fim do conflito bipolar com o apoio da literatura mais recente produzida na área, como os trabalhos de Odd Westad (2005), Andrew Hurrell (2001, 2007) e John Ikenberry (2005). Os dados coletados durante o processo de feitura da pesquisa permitem-nos afirmar que, no Brasil, os temas da autonomia e do desenvolvimento são resilientes. Os debates sobre autonomia e desenvolvimento, tão caros ao discurso acadêmico e político nacionalista desenvolvido nos anos 50, além de terem permanecido como preocupação de fundo nas análises dos formuladores de política externa, demonstra que, no Brasil, o discurso modernizante retomou as ideias básicas do pensamento político nativo.Este documento es el resultado de las investigaciones realizadas sobre las lecturas brasileñas acerca del Nuevo Orden Mundial de Brasil. De la investigación en las fuentes históricas depositadas en el Centro de Investigación y Documentación de Historia Contemporánea de Brasil (CPDOC / FGV), como documentos de texto del Archivo Marcilio Marques Moreira y entrevistas con Celso Amorim, Celso Lafer, Gelson Fonseca, y el brasileño Luiz Felipe Lampreia, trató de analizar las ideas principales de las tres figuras históricas directamente involucrados en la formulación de la política exterior de Brasil durante la Nueva República, más concretamente, entre 1989 y 1994: Celso Lafer, y Gelson Fonseca Rubens Ricupero. Para este fin, hemos tratado de destacar las principales formas de interpretar el sistema internacional cambió por el fin del conflicto bipolar, con el apoyo de la literatura más reciente producido en la zona, como los trabajos de Odd Westad (2005), Hurrell Andrew (2001, 2007) y John Ikenberry (2005). Los datos recogidos durante la realización de la investigación nos permiten decir que en Brasil, los temas de la autonomía y el desarrollo son resistentes. description This study is the result of a research conducted on Brazilian readings about the New World Order. I tried to analyze - based on historical sources of Centro de Pesquisa e Documentação em História Contemporânea do Brasil (CPDOC/FGV), such as Marcílio Marques Moreira File textual documents and Celso Amorim, Celso Lafer, Gelson Fonseca e Luiz Felipe Lampreia’s interviews - the main ideas of three historical personalitites directly involved in the formulation of Brazilian foreign policy during the New Republic, more specifically between 1989 and 1994. These three personalities are Celso Lafer, Gelson Fonseca e Rubens Ricupero. To this purpose, I try to highlight the main ways of interpreting the international system changed by the end of the 'bipolar conflict' with the support of most recent literature produced in the area, with the studies of Odd Westad (2005), Andrew Hurrell (2001, 2007) and John Ikenberry (2005). The data gathered during the research process allows us to assert that, in Brazil, the themes of autonomy and development are resilient. Debates about autonomy and development - so important to academic and political discourse developed in the 50’s – not only remained as major concern in foreign policy makers’ analysis, but also shows that, in Brazil, the discourse of modernization has reprised the basic ideas of local political thought.
