Resumo: This study aims to evaluate the use of Information and Communication Technology (ICT) Indicators in five Brazilian states (Goiás, Paraíba, Pernambuco, São Paulo, and Santa Catarina). For this, we identified patterns of ICT use indicators and compared the efficiency of spending on hardware, software, and people, contextualizing the research problem, referring to behavior in the state public service, through a literature review on this use in the Public Administration. The general objective is to suggest indicator scenarios for state entities, to complement the current ICT Indicator analysis model, based on data extracted from the Budget and Financial Preparation and Execution System (Siconfi), the Transparency Portal, the Brazilian Institute of Geography and Statistics (IBGE) and the Brazilian Association of State Information and Communication Technology Entities (Abep-TIC), as well as to validate them with the entities’ expenses to identify the efficiency of ICT spending. Exploratory analyses and inferences on the processed data showed that, despite the notable increase in IT expenses, between 2014 and 2020, an average of 13.3% of this volume relates to personnel expenses in relation to total IT expenses. In order to compare efficiency between states, it is concluded that it is necessary to use the DEA model (Data Envelopment Analysis) through the DMUs (Decision-making Units). In addition, it was observed that only Pernambuco achieved sufficient performance in the efficiency model and, and the states of Goiás and São Paulo are part of the non-efficient division. Regarding the exploratory the objective is not only to suggest a ranking of IT spending and efficiency among the states, but rather to expand the contribution and value proposition for public administration from the integration of IT systems and indicators solutions for a better decision-making strategy.

Para isso, propôs-se identificar padrões de indicadores de uso de TIC e comparar a eficiência dos gastos de hardware, software e pessoas por meio de revisão bibliográfica, contextualizando a problemática da pesquisa, referente ao comportamento no serviço público estadual. O objetivo geral é sugerir cenários de indicadores para as entidades estaduais, complementando o modelo atual de análise de Indicadores de TIC a partir de dados extraídos do Sistema de Elaboração e Execução Orçamentária e Financeira (Siconfi), do Portal da Transparência, do Instituto Brasileiro de Geografia e Estatística (IBGE) e da Associação Brasileira de Entidades Estaduais de Tecnologia da Informação e Comunicação (Abep-TIC), validando-os com os gastos referentes às entidades, para identificar a eficiência do gasto de TIC. As análises exploratórias e inferências sobre os dados processados demonstraram que, apesar do notório aumento dos gastos de TI, entre 2014 e 2020, o percentual médio de 13,3% desse volume diz respeito aos gastos com pessoal em relação ao gasto total de TIC. Para comparar a eficiência entre estados, concluiu-se ser necessária a utilização do modelo DEA (Análise Envoltória de Dados) através das DMU (Decision-making Units). Além disso, observou-se que somente Pernambuco alcançou desempenho suficiente no modelo de eficiência e, integrando a divisão não eficiente, estão os estados de Goiás e de São Paulo. Com relação à análise exploratória, o objetivo não é sugerir somente um ranking de gastos de TI e eficiência entre os estados, mas sim expandir a contribuição e a proposta de valor para a description This study aims to evaluate the use of Information and Communication Technology (ICT) Indicators in five Brazilian states (Goiás, Paraíba, Pernambuco, São Paulo, and Santa Catarina). For this, we identified patterns of ICT use indicators and compared the efficiency of spending on hardware, software, and people, contextualizing the research problem, referring to behavior in the state public service, through a literature review on this use in the Public Administration. The general objective is to suggest indicator scenarios for state entities, to complement the current ICT Indicator analysis model, based on data extracted from the Budget and Financial Preparation and Execution System (Siconfi), the Transparency Portal, the Brazilian Institute of Geography and Statistics (IBGE) and the Brazilian Association of State Information and Communication Technology Entities (Abep-TIC), as well as to validate them with the entities’ expenses to identify the efficiency of ICT spending. Exploratory analyses and inferences on the processed data showed that, despite the notable increase in IT expenses, between 2014 and 2020, an average of 13.3% of this volume relates to personnel expenses in relation to total IT expenses. In order to compare efficiency between states, it is concluded that it is necessary to use the DEA model (Data Envelopment Analysis) through the DMUs (Decision-making Units). In addition, it was observed that only Pernambuco achieved sufficient performance in the efficiency model and, and the states of Goiás and São Paulo are part of the non-efficient division. Regarding the exploratory the objective is not only to suggest a ranking of IT spending and efficiency among the states, but rather to expand the contribution and value proposition for public administration from the integration of IT systems and indicators solutions for a better decision-making strategy.
