Resumo: The importance of the economic aspects of human resources training and development function is the focus of this dissertation, through the utilization Df the 'human capital theory' concepts and the changing approach from the efficiency to the effectiveness of training. From this analysis results a model that describes the decision criteria that makes a company invest more or less in training, as well, as a set of practical informations to better orient the training professional in his job.
