Resumo: This study aims at analyzing the case for a public-private partnership (PPP) in health management in Bahia – Hospital do Subúrbio. The methodology used was a qualitative research – a case study, focused on understanding the decision-making and implementation processes. The main stakeholders answers were quoted, documentation was analyzed as well as the national and international bibliography on the topic. Legal references and reports on international experiences were studied. By doing so, contribution for a broader awareness and understanding of the PPP as a new institutional model for health management is expected, documenting the early stages of this process and getting the points of view from the involved players. The results indicate that the major drivers for establishing a PPP, as per the international literature, were met: analysis of Value for Money (VFM), design of a request for information and a contract, bidding process, launching of a Special Purpose Enterprise, Fund to assure the PPP. By analyzing the main points of the Nova Gestão Pública (New Public Management) – managing for results, building a more flexible organizational model and accountability – it was possible to conclude that the Hospital do Subúrbio project is in line with the contemporary public management principles. However, continuing evolution is needed, especially on accountability. A follow up on the project, in order to track its results should also be assured.

A metodologia utilizada foi a pesquisa qualitativa, na modalidade de estudo de caso, direcionada a compreender esse caso, através da narrativa dos principais stakeholders, de análise documental e da bibliografia nacional e internacional sobre o tema, desde textos legais até relatos de experiências internacionais. Com isso, pretende-se contribuir para o maior conhecimento e entendimento da PPP como uma nova modalidade institucional para a gestão da saúde, documentando um momento ainda inicial desse processo. Os resultados apontam que as principais condicionantes para a contratação de PPP, conforme a literatura internacional, foram atendidas: Análise Value for Money (VFM), elaboração de edital e contrato, licitação, formação de Sociedade de Propósito Específico (SPE), Fundo Garantidor de PPP. Analisando os pontos centrais na Nova Gestão Pública – gestão para resultados, construção de um modelo organizacional mais flexível e accountability – foi possível concluir que o projeto do Hospital do Subúrbio está alinhado com os princípios da gestão pública contemporânea. No entanto, é preciso amadurecer principalmente a accountability e seguir o caso para acompanhar seus resultados. By analyzing the main points of the Nova Gestão Pública (New Public Management) – managing for results, building a more flexible organizational model and accountability – it was possible to conclude that the Hospital do Subúrbio project is in line with the contemporary public management principles. However, continuing evolution is needed, especially on accountability. A follow up on the project, in order to track its results should also be assured.
