Resumo: In a world where health care costs are constantly increasing, the population is aging, health systems are fragmented and there’s dissemination of technological information – the shared health information, amongst all healthcare system, should add value to the patient and their experience. Due to the lack of interoperability, one can see many losses during the process, inadequate security for the doctors and the patient and increase in the cost of care. The objective of this dissertation is to identify what are the main challenges in the Brazilian supplementary health assistance industry, as well as to analyze the way health providers, IT professionals, doctors and nurses cope with these challenges. This dissertation underlined a series of questions that were sent to professionals in the area of group medicine. From their answers, a conclusion could be drawn since these industry professionals outline a few factors that define the problem of inoperability. These factors include security, privacy, political issues, and architecture of semantic diagnosis. In conclusion, one was able to understand that there are many challenges involving this issue. Moreover, it was possible to notice a diverse opinion between doctors, IT managers and health care managers – which caracterizes a lack of care in regards to the current problems. The issues with interoperability are vast, however, it will only run smoothly if there are public policy regulations and sponsorship for an integrated software system enrollment.

É de se notar várias perdas no processo, problemas de segurança para o médico e o paciente e aumento de custos incorridos perante a falta de interoperabilidade entre todos os prestadores. O objetivo deste trabalho aplicado é identificar quais são os principais desafios da interoperabilidade nas operadoras de medicina de grupo avaliando as diferentes percepções dos médicos assistentes, gestores de unidades de atendimento assistencial e gestores de TI. Inicialmente foram identificados na literatura os principais problemas que devem ser resolvidos para que a interoperabilidade possa ocorrer. Foram elencadas questões envolvendo múltiplas terminologias, padrão de comunicação, segurança da informação, confidencialidade, integridade de dados, disponibilidade de sistemas, legislação e políticas públicas. Deste trabalho resultou uma série de perguntas que foram formatadas em uma pesquisa e enviadas a profissionais atuantes em operadoras de medicina de grupo. As percepções dos profissionais com relação aos problemas da interoperabilidade estão fortemente relacionadas a questões de segurança, privacidade e confiabilidade da informação e assuntos concernentes a arquitetura semântica e delineamentos políticos foram menos citados. Também notou-se algumas divergências de opiniões dos médicos assistentes em relação aos gestores de TI e gestores de unidade de atendimento assistencial, caracterizando um certo distanciamento destes profissionais com relação aos problemas existentes. Foi possível identificar que os desafios são grandes e de várias naturezas, mas a interoperabilidade somente ocorrerá plenamente se houver um forte direcionamento regulatório ou de política pública e description In a world where health care costs are constantly increasing, the population is aging, health systems are fragmented and there’s dissemination of technological information – the shared health information, amongst all healthcare system, should add value to the patient and their experience. Due to the lack of interoperability, one can see many losses during the process, inadequate security for the doctors and the patient and increase in the cost of care. The objective of this dissertation is to identify what are the main challenges in the Brazilian supplementary health assistance industry, as well as to analyze the way health providers, IT professionals, doctors and nurses cope with these challenges. This dissertation underlined a series of questions that were sent to professionals in the area of group medicine. From their answers, a conclusion could be drawn since these industry professionals outline a few factors that define the problem of inoperability. These factors include security, privacy, political issues, and architecture of semantic diagnosis. In conclusion, one was able to understand that there are many challenges involving this issue. Moreover, it was possible to notice a diverse opinion between doctors, IT managers and health care managers – which caracterizes a lack of care in regards to the current problems. The issues with interoperability are vast, however, it will only run smoothly if there are public policy regulations and sponsorship for an integrated software system enrollment.
