Partnerships between government and civil society organizations are a reality in public administration, and they are regarded as fundamental to the public management model, implemented in the State Reform in 1995, where the focus was to keep the strategic activities and policy-making in the Public Administration, and allocate non-exclusive activities with private partners. The growth of these partnerships and their relevance are significant especially in the areas of Social Rights. Although existing legislation regulates some forms of specific partnerships, a new one has been edited with a larger scope, the Regulatory Framework of Civil Society.
